"LA DECISIÓN DEL PRESIDENTE NO LA ACEPTA NUESTRA GENTE"

"La Decisión del Presidente no la acepta nuestra gente". Esta es una de las consignas que canta el pueblo viequense en las vigilias que se celebran todos los sábados frente a los portones del Campamento García en Vieques. La consigna manifiesta el rechazo de los viequenses no solamente al reinicio del bombardeo, sino también a cualquier intento de comprar con promesas de dinero la dignidad, la salud y el futuro bienestar de los viequenses.

Mientras nuestro pueblo reafirma su rechazo a las directrices presidenciales sobre Vieques, la Casa Blanca y la Fortaleza han estado incrementando su campaña de relaciones públicas para vender la noción absurda de que las directrices presidenciales sobre Vieques son razonables y están siendo aceptadas por el pueblo de Puerto Rico.

Esta campaña incluye el someter propuestas al Congreso de los Estados Unidos para la devolución de ciertas tierras en Vieques, y para el financiamiento público de medidas concernientes con la salud, el ambiente y la economía de Vieques. Su intención obvia es parecer razonables y tratar de reducir la oposición a la reanudación del bombardeo en Vieques y a un referéndum en donde las únicas dos alternativas conllevan bombardeos sin garantías algunas de que la Marina se retirará de Vieques. Utilizan como carnadas o "endulzadores" promesas de cabildear en el Congreso a favor de iniciativas sobre la salud, el ambiente y la economía de Vieques que el gobierno federal lleva prometiendo hace años.

Reiteramos y recalcamos que el pueblo de Puerto Rico en general, y el pueblo de Vieques en particular, ha rechazado de forma contundente las directrices del Presidente Clinton sobre Vieques, que fueron aceptadas por el Gobernador Rosselló. Las directrices de Clinton condicionan el cumplimiento de iniciativas "beneficiosas" para Vieques, sometidas ante el Congreso de los Estados Unidos, a que se arresten a los grupos e individuos que están en la zona de tiro sirviendo de escudos humanos, y a que se reanude el bombardeo en Vieques. A la vez, la clara intención de estas iniciativas, como lo ha expresado el propio Secretario de Defensa William Cohen, es lograr comprar la conciencia de los viequenses para que la Marina permanezca en Vieques indefinidamente.

Reiteramos el rechazo del pueblo de Puerto Rico y de Vieques a las directrices presidenciales. Ya en el 1983, a través del Memorando de Entendimiento entre la Marina y el Gobierno de Puerto Rico, la Marina se comprometió a solicitarle al Congreso muchas de las iniciativas que ahora el Presidente Clinton ha sometido para la consideración del Congreso. También en el 1983 la Marina acordó usar bombas inertes y "reducir a un mínimo absoluto" el uso de municiones vivas. Hemos visto lo que ha ocurrido en Vieques desde el 1983. La Marina no cumplió sus promesas de contribuir a mejorar la salud, la economía y el ambiente en Vieques. Y no solo aumentó el uso de municiones vivas en clara violación del Memorando de Entendimiento del 1983, sino que incluso utilizó armas químicas como napalm y uranio reducido.

¿Que garantías hay de que la Marina no hará lo mismo luego de que Clinton y Rosselló dejen sus cargos en menos de un año? Ninguna. De hecho, durante las conversaciones sobre Vieques del año pasado entre la Casa Blanca, La Fortaleza y la Marina, se discutieron varias opciones para "garantizar" que cualquier orden presidencial sobre Vieques tuviera probabilidad razonable de hacerse cumplir bajo una futura Administración. Todos reconocían la falta de credibilidad de la Marina en torno a Vieques y lo injusto para los viequenses que sería dejar el futuro de Vieques al libre albedrío de un futuro Presidente y un futuro Congreso. Todos reconocían que ello equivaldría a un decreto autorizando la permanencia indefinida de la Marina en Vieques.

Por tanto, se discutieron varias posibles "garantías". Entre estas "garantías", se discutió el entrar en un acuerdo transaccional o "consent decree" entre la Marina y el Gobierno de Puerto Rico, documento que podría someterse ante una corte para hacerse valer en caso de que una de las partes incumpliese. Otra "garantía" que fue discutida fue la transferencia del título de propiedad de los terrenos de la Marina al Gobierno de Puerto Rico o al Gobierno Municipal de Vieques. Así, el Gobierno le alquilaría los terrenos a la Marina por un período de tiempo fijo y retendría el titulo de propiedad al finalizar dicho período.

Irrespectivamente de las bondades o defectos de estas garantías, es importante tener en cuenta que el mero hecho de que fueron totalmente descartadas es evidencia contundente de que las directrices presidenciales fueron diseñadas para que la Marina permanezca en Vieques indefinidamente. La exclusión intencional de cualquier tipo de "garantía" de cumplimiento en las directrices, habla volúmenes sobre la verdadera intención detrás de dichas directrices.

Más aún, el hecho de que el Gobernador Rosselló acordara no demandar a la Marina por nada de lo que la Marina ha hecho ni haga en Vieques, es también evidencia contundente de que las directrices presidenciales, no importa como las adornen o cuantas carnadas o endulzadores le incluyan, siguen siendo pro-Marina y anti-Vieques. Y el hecho de que el Gobernador haya acordado esto a sabiendas de las atrocidades ambientales y ecológicas que ha legado la Marina a los viequenses, es simple y llanamente imperdonable.

¿Por qué el Secretario de Defensa Cohen, el Secretario de la Marina Danzig, los Almirantes Johnson y Jones, y los Senadores Republicanos John Warner y James Inhofe -que tan férreamente insisten en asegurar la estadía indefinida de la Marina en Vieques y la eventual reanudación de bombardeo con municiones vivas- están tan satisfechos con las directrices de Clinton sobre Vieques? La contestación es obvia. No han cambiado de parecer. Solamente han entendido bien lo que está detrás de las directrices de Clinton sobre Vieques, avaladas traicioneramente por el Gobernador Rosselló.

Ante esta situación, debemos continuar llevándole el mensaje al Congreso de los Estados Unidos, y a los medios noticiosos y foros en Estados Unidos y a nivel internacional, de que Puerto Rico en general y Vieques en particular ha rechazado las directrices presidenciales. A los aliados en el Congreso, en otros foros, y a los medios noticiosos en todo el mundo, hay que exhortarles a que eduquen a sus colegas y al público en general sobre este rechazo y sobre las razones para exigir que la Marina se vaya de Vieques sin tirar una bomba más.

Pero, algunos se preguntan de buena fe, ¿cómo se van a oponer los viequenses y sus aliados a aquellas partes de las directrices de Clinton que conllevan iniciativas ante el Congreso para devolver ciertas tierras al oeste de Vieques, o para financiar estudios de salud, y otros iniciativas "beneficiosas"?. La contestación estriba en darse cuenta de la intención, contenido y contexto de estas iniciativas. Primero, estas iniciativas constituyen promesas que son parte integral de las directrices presidenciales que han sido rechazadas por el pueblo. Segundo, estas promesas no se dan en un vacío. Luego de incrementos en protestas y de demandas judiciales contra la Marina, la Marina hizo promesas similares a éstas a través del Memorando de Entendimiento del 1983. Al permitírsele reanudar el bombardeo, la Marina continuó bombardeando sin cumplir las promesas. Las directrices de Clinton ni siquiera contemplan un acuerdo entre el Gobierno de Puerto Rico y la Marina, ni tienen garantía alguna de cumplimiento. Tercero, estas promesas están condicionadas a que se arresten a los grupos y personas que están actuando como escudos humanos en la zona de tiro en Vieques. Avalarlas, por lo tanto, sería participar en una traición contra estos valientes hombres y mujeres, que han tenido y continúan teniendo el apoyo del pueblo y que han logrado desviar buques de guerra por casi un año. Cuarto, el pueblo de Vieques no tuvo insumo sobre estas iniciativas o promesas que se pretenden hacer a su nombre y para su beneficio.

Por último, estas promesas tienen la simple intención de "comprar" el apoyo eventual de los viequenses a la reanudación del bombardeo en Vieques y a la permanencia indefinida de la Marina en la Isla Nena, aun cuando ya el pueblo de Puerto Rico ha hecho claro a través de vistas, informes, comisiones, encuestas, demostraciones y marchas multitudinarias, y a través de la participación activa de organizaciones y líderes políticos, religiosos, profesionales, comunitarios, cooperativistas, sindicales, ambientalistas, y otros, que no puede caer ni una bomba más en Vieques.

Las opciones del propuesto referéndum conllevan promesas de más dinero mientras más bombardeo "elijan" los viequenses. La mera oferta de esas dos opciones es inmoral y humillante, máxime cuando ya el pueblo de Puerto Rico en general y Vieques en particular ha decidido que la Marina se tiene que ir de la Isla Nena sin tirar una bomba más, de ningún tipo.

No importa la cantidad de fondos estatales y federales que gasten Rosselló y sus aliados en cabildeo, en ceremonias, en reuniones con medios noticiosos, en visitas al Congreso y Casa Blanca, y en aceitar la maquinaria de desinformación para tratar de vender esta decisión injusta, aquí de lo que se trata es de la imposición de la fuerza bruta contra la razón y los reclamos de justicia. A eso es lo que nos enfrentamos. Aquellos que sacrificaron a Vieques a cambio de promesas de reanudar la discusión sobre el status político y sobre la "autodeterminación" de Puerto Rico, han traicionado la autodeterminación de nuestro Pueblo en cuanto a uno de los pocos asuntos de consenso en donde hemos hablado, exigido y reclamado en una sola voz.

Eduquemos e informemos a nuestro pueblo, al pueblo de Estados Unidos y a la comunidad internacional, sobre la lucha por la paz de Vieques, sobre el rechazo del pueblo a la decisión de Clinton, y sobre las razones para dicho rechazo. La verdad triunfará sobre la mentira. La paz y la justicia triunfarán sobre la guerra y la injusticia. Vieques tendrá paz.

"THE PRESIDENT'S DECISION IS NOT ACCEPTED BY THE PEOPLE"

"La Decisión del Presidente no la acepta nuestra gente" ("The President'sdecision is not accepted by the people"). This is one of the sloganschanted by the people of Vieques, Puerto Rico, during the vigils andprotests held every Saturday night in front of the gates of Camp GarciaNaval Base in Vieques. The chant represents the rejection of Viequensesnot only to the resumption of bombing in Vieques, but also to any attemptto buy, with promises of money, the dignity, health and future well-beingof the people of Vieques.

While our people reaffirm their rejection of the presidential directiveson Vieques, the White House and the Office of the Governor of Puerto Ricohave been stepping up their public relations campaign to sell the absurdnotion that the presidential directives on Vieques are reasonable and arebeing accepted by the people of Puerto Rico.

This campaign includes submitting to the U.S. Congress proposals for thereturn of certain lands in Vieques, and for the authorization of publicfunds for health studies and environmental and economic initiatives inVieques. Its obvious intention is to seem reasonable and to try toplacate the intense opposition to the resumption of bombing in Vieques andto a referendum in which the only two options entail bombing without anyguarantees that the Navy will leave Vieques. They are using as bait or "sweeteners" the promise to lobby Congress in favor of initiatives toimprove the health, environment and economy in Vieques, promises which thefederal government has been making for years.

The people of Puerto Rico in general, and the people of Vieques inparticular, have reaffirmed in a compelling manner their repudiation ofPresident Clinton's directives on Vieques, accepted by Governor Rosselló.Compliance with the "beneficial" initiatives included in Clinton'sdirectives, and submitted to Congress, are conditioned or contingent uponthe arrest of those groups and individuals who are acting as human shieldsin the bombing range, and to the resumption of bombing. At the same time,the clear intention of these initiatives, as explained by DefenseSecretary William Cohen himself, is to win over the Viequenses so thatthey will agree to have the Navy remain in Vieques indefinitely.We reiterate the rejection of the presidential directives on Vieques bythe people of Puerto Rico and Vieques. Already, through the 1983Memorandum of Understanding (MOU) between the US Navy and the Governmentof Puerto Rico, the US Navy agreed to request from Congress many of theinitiatives that President Clinton has now submitted before Congress. In1983, the US Navy also agreed to use inert bombs and reduce the use oflive ammunition "to an absolute minimum". We have seen what has happenedin Vieques since 1983. The Navy failed to comply with its promises tocontribute to improving the health, economy and environment of Vieques.And not only did the Navy increase its use of live ammunition on Viequesin clear violation of the 1983 MOU, but it even used chemical weapons suchas napalm and depleted uranium.

What guarantees are there that the Navy won't do the same once Clinton andRosselló leave office in less than a year? None. In fact, during lastyear's conversations on Vieques between the White House, the Governor'sOffice and the Navy, various options were discussed to "guarantee" thatany presidential order on Vieques would have reasonable assurances ofbeing implemented and complied with under a future Administration. Almosteveryone recognized the lack of credibility of the Navy with regards toVieques and the unfairness to Viequenses of leaving the future of Viequesup to the whims of a future President and a future Congress. Almosteveryone recognized that the absence of such guarantees would be theequivalent of a decree authorizing the Navy to remain in Viequesindefinitely.

Therefore, various possible "guarantees" were considered during the talkson Vieques. Among these was entering into a "consent decree" between theNavy and the Government of Puerto Rico. This "consent decree", filed incourt, would facilitate enforcement in case of noncompliance. Another ofthe "guarantees" that was discussed was the transfer of title by the Navyto the Government of Puerto Rico or to the Municipal Government ofVieques. That way, the Government would rent the land to the Navy for adefinite period of time and would retain title to the land at the end ofthat transition period.

Regardless of the benefits or shortcomings of those guarantees, it isimportant to bear in mind that the very fact that they were completelydiscarded is compelling evidence that the presidential directives werecrafted so that the Navy remain in Vieques indefinitely. The intentionalexclusion of any kind of "guarantee" of compliance with the directives,speaks volumes about the real intention behind those directives.Moreover, the fact that Governor Rosselló agreed not to sue the Navy foranything the Navy has done, or may do, in Vieques, is also compellingproof that the presidential directives are pro-Navy and anti-Vieques, nomatter how they are spinned and no matter how much bait or "sweeteners"have been tacked on to them. And the fact that the Governor agreed tothis while knowing full well the legacy of environmental and ecologicalatrocities the Navy has left on Vieques, is simply inexcusable.Why are Defense Secretary Cohen, Navy Secretary Danzig, Admirals Johnsonand Jones, and Republican Senators John Warner and James Inhofe -who haveso steadfastly clung to the notion that the Navy must remain in Viequesindefinitely and must eventually resume bombing Vieques with liveammunition- so pleased with Clinton's directives on Vieques? The answeris obvious. They haven't changed their minds. They simply haveunderstood full well what's behind Clinton's directives on Vieques,supported in a major act of betrayal by Governor Rosselló.Faced with this situation, we must continue to send the message to theU.S. Congress, and to the media and various forums in the U.S. and abroad,that Puerto Rico in general and Vieques in particular have rejected thepresidential directives. We must urge our allies in Congress and themedia worldwide, to educate their colleagues and the public about thisrejection and about the reasons for demanding that the Navy leave Viequeswithout dropping one more bomb.

But, some may ask in good faith, why do Viequenses and their allies opposethose aspects of Clinton's directives which contain initiatives beforeCongress to return certain land in the west coast of Vieques, or tofinance health studies, and other "beneficial" initiatives? The answerlies in understanding the intention, content and context of theseinitiatives. First, these initiatives constitute promises that are anintegral part of the presidential directives which have already beenrejected by the people.

Second, these promises are not made in a vacuum. After an increase inprotests and lawsuits against the Navy, the Navy made similar promisesthrough the 1983 Memorandum of Understanding (MOU). When, after makingthose promises, the Navy was allowed to continue bombing, it did sowithout complying with the MOU. Clinton's directives don't evencontemplate any agreement between the Government of Puerto Rico and theNavy, nor do they have any guarantee of compliance.

Third, these promises are conditioned upon the arrests of those who havebeen acting as human shields in the bombing range in Vieques. Thus, tosupport the directives would mean to be part of the betrayal against thesecourageous men and women, who continue to have the support of the peopleand who have prevented battleships from using Vieques for a year. Fourth, the people of Vieques had no input on these initiatives orpromises which others now pretend to advance in their name and for theirbenefit.

Finally, the intention behind these promises is to "buy" the eventualsupport by Viequenses of the resumption of bombing in Vieques and theindefinite stay of the Navy in Vieques, even though the people of PuertoRico have made it abundantly clear through hearings, reports, commissions,polls, demonstrations and massive marches, and through the activeparticipation of political, religious, professional, civic, community,labor and environmental organizations and leaders, among others, thatthere must be no more bombing of any kind in Vieques.The only options in the proposed referendum contain the promise that themore bombing Viequenses "choose", the more money will be thrown at them.Merely offering these two options is immoral and humiliating, particularlysince the people of Puerto Rico in general and Vieques in particular havedecided that the Navy must leave Vieques without dropping one more bomb,of any kind.

Regardless of the amount of federal and state funds that Rosselló and hisallies may spend lobbying, in ceremonies, in meetings with the media, invisits to Congress and the White House, and in oiling the machinery ofdisinformation to try and sell this unjust decision, what we are dealingwith here is the attempted imposition of might over right, of brute forceagainst just and fair demands and reason. That is what we are facing.Those who sacrificed Vieques in exchange for promises to resumediscussions on the political status and "self-determination" of PuertoRico, have betrayed the self-determination of our people on of the fewissues of consensus where we have spoken and demanded in one voice.Let's educate and inform our people, the people of the United States, andthe international community, about the struggle for peace in Vieques,about the rejection by our people of Clinton's decision, and about thereasons for that rejection. Truth will triumph over mendacity. Peace andjustice will triumph over war and injustice.
